Phone conversation of Foreign Minister Zohrab Mnatsakanyan with António Guterres, the Secretary General of the United Nations15 October, 2020
On October 15, Foreign Minister Zohrab Mnatsakayan held a phone conversation with António Guterres, the Secretary General of the United Nations.
Foreign Minister Zohrab Mnatsakanyan briefed the UN Secretary General on the situation resulting from Azerbaijan’s large-scale aggression against Artsakh. In this regard, the Minister expressed his deep concern over the deliberate targeting of the civilian population and infrastructure of Artsakh by the Azerbaijani armed forces with the use of weapons of various calibers.
During the conversation Minister Mnatsakanyan noted that Azerbaijan still neglects its commitment to the agreement of cessation of fire reached at the ministerial level on October 10, and continues to target the civilian population, causing human losses. Minister Mnatsakanyan also stressed the unacceptability of the provocative actions of Azerbaijan against the sovereign territory of the Republic of Armenia.
The Foreign Minister expressed deep concern over Turkey's involvement in the aggression instigated by Azerbaijan, which is demonstrated in its direct military involvement and in the transfer of foreign terrorist fighters from the Middle East to Azerbaijan, which poses a serious threat to regional security and peace.
According to Minister Mnatsakanyan, Azerbaijan’s actions further underline the existential threat posed on the people of Artsakh, and make it imperative for the international community to put active efforts to neutralize it, including through the recognition of the right of Artsakh people to self-determination and the right to live free and with dignity in its historical homeland.
Presenting the humanitarian situation in Artsakh, the Foreign Minister of Armenia emphasized the urgent provision of access to humanitarian aid by the UN and its relevant bodies on the ground, to alleviate the sufferings of the civilian population of Artsakh and to address their urgent needs in the spirit of the UN purposes.
The UN Secretary-General expressed concern over recent developments in the Nagorno-Karabakh conflict zone, stressing the need for an immediate cessation of hostilities and the resumption of the negotiations on a settlement.
