Deputy Foreign Minister of Armenia Shavarsh Kocharyan on a question of «Mediamax» News Agency

20 March, 2010

Question: Mr. Kocharyan, yesterday the President of Azerbaijan made some statements on the settlement of Artsakh issue. How would you comments in those statements?
Answer: Mr. Aliev had the next monolog about not existing dialogue. According to the monolog, Azerbaijan principally has completed the negotiations with itself and what it has achieved generally corresponds to the interests of Azerbaijan. But with some exceptions: it seems that they cannot agree even with themselves.
President Aliyev, after securing constitutional permanency of the power he inherited, imagined that he can speak on behalf of time, international law, mediators, Armenia and the people of Nagorno-Karabakh.
Baku pretends it does not realize lack of any alternative to Nagorno-Karabakh’s independence either neither now, or in a hundred years, or ever. The Nagorno-Karabakh Republic is a state, which has been established in full compliance with the norms of international law, which has managed to withstand the policy of ethnic cleansings and aggression of Azerbaijan. Azerbaijan, being forced to sign the truce with NKR, in fact recognized the independence of Nagorno-Karabakh back in 1994.
President Aliyev’s statements are a direct evidence of lack of readiness to a constructive dialogue on conflict settlement. Azerbaijan continues blowing the bubble of illusions, which have occurred as a result of being on the oil needle, the bubble of continuous flows of distortions of the problem essence, reasons of the conflict and the process of the negotiations. Azerbaijan has the chance to take its troops out of the occupied territories of NKR and start negotiations with NKR before this excessively inflated bubble of illusions, distortions and complacent bragging blows out.
