Ararat Mirzoyan's participation in the meeting in the format of the EU Foreign Affairs Council
15 December, 2025On December 15, in Brussels, Minister of Foreign Affairs of Armenia Ararat Mirzoyan, upon the invitation of EU colleagues, participated in a meeting held within the framework of the EU Foreign Affairs Council format.
The discussion, held in a working breakfast format, was attended by Vice-President of the European Commission and EU High Representative for Foreign Affairs and Security Policy Kaja Kallas, EU Commissioner for Enlargement Marta Kos, as well as the heads and representatives of the foreign ministries of EU member states.
The meeting welcomed the significant achievements recorded in the development of the Armenia–EU Partnership, and an exchange of views took place on the forthcoming activities. Minister Mirzoyan highly appreciated the support and consensus reached on the implementation of the Armenia–EU Strategic Partnership Agenda and various joint initiatives.
During the discussion, EU member states expressed their support for Armenia’s democratic development, strengthening resilience, and efforts to counter hybrid threats. In the context of regional developments, EU partners also expressed support for the process of unblocking communications, as well as for efforts aimed at the further consolidation of peace between Armenia and Azerbaijan.
At the conclusion of the meeting, Minister Mirzoyan provided comments to the press:
“Good morning, dear colleagues.
It's a pleasure to be back to Brussels just two weeks after a very successful Armenia-EU Partnership Council, where we adopted the Strategic Agenda for Armenia-EU Partnership, thus elevating our relations to a new level.
Today, in Foreign Affairs Council format, chaired by High Representative Kaja Kallas, and together with the Member States, we discussed all major achievements in the Armenia-EU Partnership, from economy and stronger resilience to security-related issues, including hybrid threats, and the assistance under the European Peace Facility. Basically, we covered all the topics which are currently very important between Armenia and the European Union. We also assessed the progress in the visa liberalization process, a topic which is very important for the citizens of the Republic of Armenia and in terms of bringing Armenia closer to the European Union.
Of course, there is also the bigger picture, the regional developments, the opening of communications between South Caucasian countries and the opportunities lying therein. We discussed and we will welcome the EU's possible involvement in infrastructure projects.
