National Consultations held on the Implementation of Advance Passenger Information (API) and Passenger Name Record (PNR) Systems in the Republic of Armenia

04 July, 2025

On July 2-4, national consultations were held, organized by the International Organization for Migration (IOM) Office in Armenia and the Ministry of Foreign Affairs of the Republic of Armenia with the support of the Government of the United Kingdom. The consultations focused on the introduction of Advance Passenger Information (API) and Passenger Name Record (PNR) systems in the Republic of Armenia which are reflected in the 2021-2026 Action Plan of the Government of Armenia.

National consultations followed the official request previously submitted by the Republic of Armenia to the United Nations Office of Counter-Terrorism (UNOCT) to join the UN Countering Terrorist Travel Programme that envisages a comprehensive support via the following four key pillars: legal, operational, technological, and transport industry.

The event was attended by representatives and experts from the relevant Armenian state agencies, the United Nations Office of Counter-Terrorism along with other UN specialized agencies, the OSCE, the INTERPOL, as well as local and international air carriers.

During the national consultations, the parties signed the "Letter of Agreement on Cooperation Between the United Nations Countering Terrorist Travel Programme and the Republic of Armenia" launching the official cooperation while expressing the joint political commitment towards the implementation of the API and PNR systems in Armenia.

Note: The purpose of the national consultations was to, together with our international partners, come up with a roadmap which will ensure the consistent and smooth implementation of the API/PNR systems.
