On October 29, Foreign Minister Zohrab Mnatsakanyan held a phone conversation with Foreign Minister of Uruguay Francisco Bustillo Bonasso.

The Minister presented the situation caused by the war unleashed by Azerbaijan in the Nagorno-Karabakh conflict zone, comprehensively touching upon the hostilities carried out by the Azerbaijani armed forces against the people of Artsakh. Underlining that the actions of the Azerbaijani side are accompanied by the shelling of vital infrastructure, including healthcare facilities, with numerous casualties among the civilian population, Minister Mnatsakanyan underscored the genocidal actions of the Azerbaijani military-political leadership with an intent of exterminating the people of Artsakh from their historical homeland.

Touching upon the ceasefire agreements mediated by the OSCE Minsk Group Co-Chairs, the Foreign Minister of Armenia strongly condemned Azerbaijan's unilateral renunciation of its commitments, stressing that it is nothing but the continuation of the policy of resolving the conflict by military means.

One of the main subjects of the conversation was the increasing negative role of Turkey, which poses a direct threat to regional security and peace in the South Caucasus. Minister Mnatsakanyan stressed that by supporting the war waged by Azerbaijan, Turkey intends to fulfill its disastrous aspirations on turning the region into a centre of terrorism.

Both sides stressed the need for the immediate cessation of hostilities and a peaceful settlement of the conflict.
