The second interim report submitted by the Human Rights Defender of the Republic of Artsakh was circulated through diplomatic channels

The second interim report submitted by the Human Rights Defender of the Republic of Artsakh on the atrocities committed by Azerbaijan against the population of Artsakh was circulated through the diplomatic channels of the Foreign Ministry of Armenia.

According to the second interim report, as of October 12, more than 120 civilian settlements, including densely populated (capital Stepanakert, Shushi, Hadrut, Martuni, Martakert, Askeran, Karvachar, Berdzor, Taghaser, Vardashat, Spitakshen, Meghavor, Nerkin Alashan, Madaghis, etc.) were attacked by the Azerbaijani armed forces, which were accompanied by using UAVs, artillery, tanks, and were largely indiscriminate, thus killing and injuring civilians.

According to the report, as of October 12, 31 civilians (8 women, 23 men, 1 child, 30 adults) were killed. 106 civilians were injured, 86 of whom were seriously wounded.

The Azerbaijani armed forces are neglecting their obligations of differentiating the military purposes and the civilian population. Besides, they did not take precautionary measures against the civilian population. In many cases these attacks were deliberate as the military targets were located quite far from the civilian objects, and the Azerbaijani armed forces used high-precision weapons such as missiles and drones. The absence of military facilities in the areas attacked once again proves the deliberate nature of Azerbaijan’s actions which is equal to war crime.
