In the frames of the discussions at the Summit of the International Organization of the Francophonie (OIF) over global affairs being held in Kinshasa, on October 13 the Armenian Minister of Foreign Affairs Edward Nalbandian addressed a speech.

In his speech the Armenian Minister of Foreign Affairs particularly stressed the issue of Nagorno-Karabakh. He mentioned that the position of the international community on settlement of the issue through exclusivelypeaceful means, are in line with Armenia’s stance and were repeatedly presented by the President of the OSCE Co-Chair countries France, Russia and the United States which have mediation mandate. The main approaches of that position were proposed to include in the final resolution of the OIF Summit.

Unfortunately Azerbaijan is continuing to oppose the international community and is refusing the proposals made by the mediators on the settlement of the issue.
On October 14 the Summit adopted a final resolution on the settlement of crisis situations and reinforcement of peace, in which IOF member states express their full support to the efforts of the OSCE Minsk Group Co-Chairs towards the settlement of the Karabakh issue.

“We call on all parties to the conflict to refrain from the use of force and threat of force, which can threaten the peace process. We also urge the sides to continue the negotiations on the common and indivisible basis of the proposals of the Minsk Group Co-chairs, namely non-use of force or the threat of force, territorial integrity, equality of peoples and their right to self-determination,” states the final resolution of the 14th Summit of the OIF.
