Question: Your Turkish counterpart has stated that Armenian-Turkish protocols could be ratified in the Turkish  Parliament within three days, but it is not being done because of some reasons, at the same time, he also threatened to stop the process. How would you comment of that statement?

Answer: If there really has been such a statement, it means that Turkey could ratify the protocols even months ago and did not do so.

The protocols were submitted to the Turkish Parliament in October last year. And not three, but more than thirty three times three days has passed since that day.

Therefore, Turkey admits that it artificially delays the ratification process. It is an obvious violation of reached agreements, which are clearly mentioned in the joint statement of Foreign Ministries of Armenia, Turkey and Switzerland on August 31, 2009.

Moreover, without starting the implementation of agreements the Turkish side is obviously threatening on their possible break.  The rhetoric of threat is added to the rhetoric of preconditions. I don’t think that it is possible to fix a progress in the process of normalization without reviewing this stance.
