Foreign Minister of Armenia Edward Nalbandian continues his working visit to Helsinki

Foreign Minister of Armenia organized the meeting between Foreign Minister of the CSTO member-states, participated in the OSCE Ministerial Council, met with Foreign Minister of Turkey, Switzerland, the UN Under-Secretary-General
Foreign Ministers of Armenia and Azerbaijan met with Foreign Ministers of Russia, France and Assistant Secretary of State of the USA


On December 4, in the morning the meeting between the CSTO Foreign Ministers initiated by Edward Nalbandian, the Chairman-in-Office of Council of Foreign Ministers of the Organization took place. Foreign Ministers of Russia, Belarus, Kyrgyzstan, Kazakhstan, Tajikistan and Uzbekistan attended the meeting. Minister Nalbandian opened the meeting and mentioned that the meetings between the CSTO Foreign Ministers within the framework of international conferences create opportunity for strengthening of cooperation and coordination of activity between the Foreign Ministries. Ministers had a discussion on issues concerning the OSCE reforms and European security system, exchanged views on the 16th session of the OSCE Ministerial Council.


On the same day Edward Nalbandian met with his Turkish counterpart Ali Babacan. In the course of the meeting the two continued negotiations aimed at the normalization of Armenian-Turkish relations. Ministers Nalbandian and Babacan arranged to continue meetings.


At the meeting between Armenian Foreign Minister Edward Nalbandian and Jean Asselborn, Foreign Minister of Luxembourg, Armenia-European Union relations were discussed. On Asselborn’s request Edward Nalbandian presented recent developments in the negotiation process aimed at the settlement of Artsakh (Nagorno Karabakh) issue.
The next meeting of Armenian Foreign Minister was with Micheline Calmy-Rey, Head of the Swiss Federal Department of Foreign Affairs. In the course of the meeting Foreign Minister discussed further development of relations between the two friendly countries, as well as regional and international issues.


At the meeting with Lynn Pascoe, Under-Secretary-General for Political Affairs Edward Nalbandian discussed Artsakh (Nagorno Karabakh) peace process. The two emphasized the necessity to settle the issue within the framework of the Minsk Group. Ambassador Pasoe underlined that he has been a Co-Chair of the Minsk Group, knows well the issue and considers that it can be solved with support of Co-Chairs and within the format which has already proved its vitality.
On December 4, Foreign Ministers of Armenia and Azerbaijan Edward Nalbandian and Elmar Mammadyarov met with Foreign Ministers of Russia and France Sergey Lavrov and Bernard Kouchner, as well as Daniel Fried, Assistant Secretary of State of the USA.


At the end of the meeting Foreign Ministers of the OSCE Minsk Group Co-Chair states made a declaration, in which particularly it is mentioned that “Moscow Declaration signed by Presidents of Armenia, Azerbaijan and Russia on November 2, 2008 opens a new and promising phase in our common effort to establish peace in the South Caucasus. In that Declaration Presidents reaffirm their adherence to the achievement of a peace settlement of Nagorno Karabakh conflict within mediatory efforts of Minsk Group Co-Chairs and on the base of Basic Principles that Co-Chairs draw up in collaboration with Presidents of Armenia and Azerbaijan on the basis of their proposals presented last year in Madrid” and call on the parties of the conflict “to make efforts to finalize the concordance on the Basic Principles in coming months and then begin drawing up of project of a comprehensive peace agreement”. Foreign Minister of Minsk Group Co-Chairs reaffirmed their solid view that there is no military solution to the conflict and called on the parties to confirm their adherence to peaceful settlement.
On December 5, Edward Nalbandian is going to make a speech at the Session of the OSCE Ministerial Council and have a meeting with Alexander Stubb, the OSCE Chairman-in-Office, Foreign Minister of Finland.
